Anton Afanasyeu 08747faf82 Builder: fail gracefully on artifact mkdir and notify on enqueue errors. 
Use failBuild instead of throwing on permission errors, sendmail/SMTP
fallback for notifications, correct broadcast config path, always alert admin.
